Introduction
Since 2002 the governing bodies of Greater Hargeisa have been committed to improving the efficiency and effectiveness of the local Administration and increasing the level and quantity of services.
The actions of the local Government Council , the Executive and the mayor have been concentrated on :
Making the administration structure more efficient
Stabilizing and increasing revenue collection
In order to reach these objectives, the administration indentified several priorities aimed at strengthening its capacities, linkages and mutual support with external entities ( such as national and international organizations and actors form the private sector )
The governing bodies developed a strategy focused on the following interventions:
Evaluating and assessing the internal structure of the Administration, in terms of resources management, skills development and service provided.
Creating adequate development plans
Developing a collaboration strategy with both central adn local authorities
Developing a mutual relationship with the private sector to build private/public partnerships as well as fostering investments
Collaborating with international organizations

After 26 years of the last democratically elected Mayor of Hargeisa Mr. Ahmed Ibrahim Gunje, again the Citizens of Hargeisa elected Eng. Hussein Mohamed Jiciir as a Mayor of the Capital of Somaliland;
Mr. Jiciir has ultimate responsibility for the delivery of quality, affordable services to the citizens of Hargeisa.
Jiciir's style is hands-on and results-oriented. "You have to roll up your sleeves and get your hands dirty," he says. This very practical approach is a key feature of his administrative style and, thus, characterizes the City's operations from top to bottom.

The Local Government Council is a directly elected body , comprised of 25 members who sit for 5years and nominate the executive Mayor/Chairman and his /her Deputy through an internal voting process
